In 2002, Mayor Richard M. Daley declared his support. “He believes that if you shovel out a parking place in a snowstorm, it’s only responsible of other neighbors to be considerate,” City Hall said. In his 2015 race, Mayor Rahm Emanuel followed Daley’s line, asserting that he believes in “sweat equity.”
